                         constituindo-se em uma promissora ferramenta de suporte ao 
                         Planejamento Territorial. A Regi{\~a}o Metropolitana do Vale do 
                         Para{\'{\i}}ba e Litoral Norte (RMVPLN), institu{\'{\i}}da em 
                         2012, apesar de pioneira nas a{\c{c}}{\~o}es de Planejamento 
                         Territorial, ainda orienta privil{\'e}gios para as tradicionais 
                         economias de base industrial, necessitando de novas t{\'e}cnicas 
                         e ferramentas que subsidiem a produ{\c{c}}{\~a}o de 
                         informa{\c{c}}{\~a}o sobre o espa{\c{c}}o regional. Esta 
                         disserta{\c{c}}{\~a}o objetivou identificar os potenciais e as 
                         poss{\'{\i}}veis limita{\c{c}}{\~o}es dos dados de Luzes 
                         Noturnas enquanto ferramentas para produ{\c{c}}{\~a}o de 
                         informa{\c{c}}{\~a}o para o Planejamento Territorial 
                         atrav{\'e}s da an{\'a}lise da rela{\c{c}}{\~a}o das 
                         vari{\'a}veis derivadas dos dados de Luzes Noturnas dos sensores 
                         Operational Linescan System e Visible Infrared Imaging Radiometer 
                         Suite, com vari{\'a}veis, denominadas indicadoras, que descreviam 
                         as caracter{\'{\i}}sticas demogr{\'a}ficas, 
                         socioecon{\^o}micas e de infraestrutura dos munic{\'{\i}}pios 
                         da RMVPLN. A metodologia foi aplicada em quatro fases que 
                         contemplaram: o processamento das imagens de 2000 a 2017 e a 
                         deriva{\c{c}}{\~a}o das vari{\'a}veis de Luzes Noturnas para 
                         2012; a defini{\c{c}}{\~a}o e justificativa das vari{\'a}veis 
                         indicadoras; a an{\'a}lise estat{\'{\i}}stica para explorar a 
                         configura{\c{c}}{\~a}o espacial das vari{\'a}veis de Luzes 
                         Noturnas e sua rela{\c{c}}{\~a}o com as vari{\'a}veis 
                         indicadoras; e a estimativa das vari{\'a}veis indicadoras a 
                         partir das vari{\'a}veis de Luzes Noturnas. Os resultados 
                         apontaram algumas limita{\c{c}}{\~o}es dos dados de Luzes 
                         Noturnas, como os efeitos da conurba{\c{c}}{\~a}o e do overglow 
                         que prejudicaram a exatid{\~a}o das estimativas. Contudo, 
                         identificaram-se diversos potenciais para caracterizar o 
                         espa{\c{c}}o regional, demonstrando, de forma integrada, as 
                         tend{\^e}ncias gerais das din{\^a}micas urbanas do 
                         territ{\'o}rio da RMVPLN. Os modelos de regress{\~a}o linear 
                         indicaram as vari{\'a}veis de Luzes Noturnas como adequadas para 
                         estimativa populacional e de consumo de energia el{\'e}trica. As 
                         avalia{\c{c}}{\~o}es realizadas neste trabalho apresentaram um 
                         conjunto de dados e metodologias que, com adapta{\c{c}}{\~o}es, 
                         podem ser utilizados na constru{\c{c}}{\~a}o de 
                         pol{\'{\i}}ticas p{\'u}blicas para o Planejamento Territorial 
                         da RMVPLN, tanto na escala metropolitana quanto municipal. 
                         ABSTRACT: Nighttime Lights images provide observations of human 
                         distribution and socioeconomic dynamics through the detection of 
                         anthropogenic lights that can be associated with demographic, 
                         social, economic and infrastructure variables. Therefore, 
                         Nighttime Lights images have been pointed out as a promising data 
                         source to support Territorial Planning. The Metropolitan Region of 
                         Paraiba Valley anda North Coast of S{\~a}o Paulo (RMVPLN in 
                         Portuguese) was established in 2012. Despite pioneer, its 
                         Territorial Planning still privileges the traditional 
                         industrial-based economies, requiring techniques and tools to 
                         produce new information on regional space. This study aimed to 
                         identify the potential and possible limitations of Nighttime Light 
                         data from Operational Linescan System and Visible Infrared Imaging 
                         Radiometer Suite sensors as a tool to Territorial Planning, 
                         exploring the relation between variables derived from the 
                         Nighttime Light dataset with indicators variables that describe 
                         the demographic, socioeconomic and infrastructure characteristics 
                         of the RMVPLN municipalities. The methodology was developed in 
                         four phases: 2000 to 2017 digital image processing and obtaining 
                         Nighttime Light variables for 2012; selection and definiton of 
                         indicator variables; exploratory statistical analysis about 
                         spatial configuration of Nighttime Light variables and its 
                         relationship with indicator variables; and estimationt of 
                         indicator variables from Nighttime Light variables. The results 
                         described some limitations of the Nighttime Light data, such 
                         overglow and the presence of conurbation that decreased estimate 
                         accuracy. However, we also identified several potentialities to 
                         characterize the regional space, demonstrating the urban dynamics 
                         of the RMVPLN territory. The linear regression models indicated 
                         Nighttime Light variables as adequate to estimate urban population 
                         and electric power consumption. Our assessments provides data, 
                         techniques and methodologies that, when adapted, might be useful 
                         for public policies strategies on Territorial Planning of the 
                         RMVPLN, both at the metropolitan and municipal levels.",
